UNT rejects same-sex proposal
DENTON, Texas (AP) — A referendum has been voted down that would have allowed same-sex couples at the University of North Texas in Denton to be elected as the school’s homecoming court next year.
The University of North Texas Student Government Association released the results Monday on its Web site. The referendum was defeated by a vote of 2,836 to 2,059, with 13.5 percent of the student body casting ballots.
If it had passed, UNT would have become one of the first universities in the country to allow same-sex couples to run for homecoming court.
The SGA senate voted to allow students to decide the issue after the university drew national attention earlier this year when the SGA rejected a bill to allow same-sex couples to run for homecoming.
"TX AG nixes educator bonuses
AUSTIN, Texas (AP) — A $500 bonus for about 25,000 retired educators and state workers in Texas won’t happen because legislators improperly appropriated the funds.
Attorney General Greg Abbott on Monday issued an opinion that says normal procedures for distributing the $155 million were not followed by the 2009 Legislature.
Lawmakers can set up one-time payments to retired teachers and state workers. But the ruling says legislators wrongly bypass trustees and sent the $155 million to the state comptroller’s office, not to state pension funds.
Lawmakers earlier this year had said the $500 checks could be provided to the retirees only if the attorney general’s office decided the funding complied with legal requirements.
Representatives of educator groups say they’re disappointed.
"$200 million power plant for Texas Panhandle
AMARILLO, Texas — An Amarillo-based utility has announced plans for a $200 million power plant in Hale County.
Golden Spread Electric Cooperative Inc., which serves rural areas in Texas and Oklahoma, says the facility will be constructed next year near Abernathy.
The proposed gas-fired power plant initially will be capable of generating 170 megawatts of electricity, enough new capacity to serve 55,000 homes at peak loads.
Golden Spread president Mark Schwirtz said Monday the unit is needed to meet the growing needs of its 16-member distribution co-ops and to replace expiring wholesale power contracts.
He says Golden Spread, a consumer-owned public utility, plans to offset potential rate increases by buying cheaper power from other providers in the marketplace.
Schwirtz says the new plant should be operational by 2011.

Unwanted day off Wednesday for Dallas workers
DALLAS — Most Dallas city offices will be closed Wednesday in a moneysaving move going into the long Thanksgiving holiday weekend.
The unpaid furlough day does not apply to emergency services.
Dallas City Manager Mary Suhm says services such as fire, police and garbage pickup will operate as normal.
Wednesday is the first of five furlough days scheduled for this fiscal year for the city of Dallas, in an overall cutback expected to save about $6 million.

British tourist shot dead on road trip to Amarillo
Father gunned down on visit to see the town made famous by the hit song
The family of a British tourist who was shot dead while on a road trip across the United States said last night that he was 'just in the wrong place, at the wrong time' when he was killed during a robbery at a Texas bar.
Thomas Reeve, a father-of-one who was on a month-long journey from San Francisco to Florida with two friends, had only planned to make a brief stop in the small town of Amarillo because of the hit song by Tony Christie, '(Is This The Way To) Amarillo', according to relatives.
The 28-year-old, from Maidenhead in Berkshire, died from a single bullet wound after a masked attacker walked into the Spotted Pony bar in the centre of the town shortly before 11pm on Thursday night.
A 25-year-old man was arrested by police on Friday following the incident, in which a 48-year-old man was also shot in the hand and a woman was sexually assaulted.
Mr Reeve, who had a nine-month-old daughter, was described as 'a much-loved son, brother and father who will be missed by the whole family and very many friends' in a statement released by his family yesterday.
'He loved life, was always happy and optimistic about the future. He was generous, kind and always saw the best in every one he met. He adored his nine-month-old daughter, Tabitha, and was a devoted father,' added his stepfather, Brian Millin, and mother, Margaret, who told reporters that she felt no anger towards her son's killer.
Mr Reeve, who had lived all his life in Maidenhead and attended Coventry and Plymouth universities, had recently become the manager of a watch shop in his hometown.
American police said that he and his friends had rented a car in California and had arrived at the town just hours before the shooting. He died at Northwest Texas Hospital in Amarillo, and his body was taken to the nearby town of Lubbock for a post-mortem.
The gunman, who also attacked other customers in the bar, hitting them either with his fists or the handgun, was captured on videotape as he took purses, wallets and money from the bar's cash register and forced one woman to remove some of her clothing.
Sergeant Kevin Dockery of Amarillo's special crimes unit said that a suspect, named in US media reports as Ray Carlos Cisneros, aged 25, had been charged with murder after he being arrested at a truck stop following a 17-hour manhunt.
The gunman had been to the bar earlier in the evening, according to reports, and returned later wearing a cloth over his face to disguise himself. The cloth fell at one point, and customers recognised him from his earlier visit.
Dockery told the BBC that the incident was 'shocking', adding: 'The bar itself is a small pub. It's in a nice area of town – we really have not had that much trouble there in the past.'
Adam Cox, a reporter at KGNC Radio in Amarillo, said there was 'a lot of shock' at what had happened. 'It really is a heartbreaking story, you hate to hear that. When we saw it was a UK national who had just got into Amarillo that day, it made our hearts sink.'

1. Using a network card will allow peer-to-peer networking or two or more computers to connect and share resources without the need to go through a separate server. To establish a peer-to-peer network, you have to check first that the card is properly installed into the expansion slot. The gold contacts you see on the card must be entirely inserted into the expansion slot on the motherboard. Secure the card in place using a screw, and after affixing the network card and connecting the cables into their proper places, verify if it is properly installed in the device manager. Installation and configuration of the network card may vary depending on the operating system you use. Connect the computers to each other and locate ‘network properties’ from the control panel. Verify if your network card is listed as a network component. Click the ‘file and print sharing’ under the network window if you want to allow file and print sharing on your computer. Enable the same settings on the other computer. Highlight the TCP/IP protocol by clicking the ‘properties’ button in order to set it up for your network adapter. Specify the IP address and note that the other computer must have a different IP address with the same subnet mask.
2. Basic network with file sharing is possible with Ethernet network cards with speeds of 10/100 mbps, a network switch, and standard network cables, and of course two or more computers. Basic configuration to connect the computers to each other is similar to peer-to-peer settings, and again, dependent on the computer’s operating system.
3. Basic network with file and broadband modem sharing will enable all computers in the house to share one modem connection. However, with multiple users in the house accessing the Internet at one time, browsing speed will be sluggish due to the slow connection.
4. Basic network with file and Internet sharing allows computer users in the house to share one Internet connection. It requires additional hardware, Ethernet network cards, a network hub, switch or router. Do the same configuration done with a peer-to-peer network. Your broadband Internet connection must be connected to the WAN port on the router. Connect the network switch to the router and affix each of the computers to the switch. The broadband Internet provider will provide you with network settings that you have to specify in your network router.

Investigators on Saturday worked to uncover the motives of a Muslim army doctor suspected of killing 13 people and wounding 30 others in a shooting rampage at a US military base.
An initial search of Major Nidal Malik Hasan's computer revealed no direct exchanges with known extremists, but US Army and FBI officials had yet to rule out possible links to terrorist groups, US media reported.
Earlier this year, the Federal Bureau of Investigation learned of Internet postings by a man calling himself Nidal Hasan that expressed support for suicide bombings.
Investigators were not able to determine yet whether the writer and Major Hasan were the same person, but the details fueled concerns that authorities may have missed warning signs prior to the attack at Fort Hood, Texas.
Witnesses tell of chaos and carnage
Neighbors reportedly said Hasan, 39, was in a rush when he gave away his belongings -- including a Koran -- shortly before Thursday's bloody shooting spree.
'I'm not going to need them,' he told one neighbor, Patricia Villa, according to The New York Times, handing over bags of vegetables, a mattress and clothing.
A US-born Muslim of Palestinian heritage, Hasan, 39, had voiced dismay over US wars in Islamic countries and was distraught that he was about to be deployed to Afghanistan.
He reportedly said the US struggle against terror threats was a 'war on Muslims,' while his family alleged he was the target of prejudice and harassment over his Islamic faith.
Criminal investigators were poring over evidence to determine if the alleged shooter -- who was under guard at a hospital -- was motivated by Islamist political ideology or had snapped under the pressure of his job counseling soldiers traumatized by combat.
Shooting deals harsh blow to exhausted troops
In Texas, poignant details of each of those killed in the rampage drove home the scale of the tragedy.
The victims included a 21-year-old mother-to-be Private Francheska Velez, who was due to return home to Chicago for maternity leave after a tour in Iraq; 56-year-old John Gaffaney, a psychiatric nurse who had just persuaded the military to let him return to active duty for deployment in Iraq; Private First Class Kham Xiong, 23, a father of three whose own father had fought communist forces in Laos during the Vietnam war.
President Barack Obama led the nation in mourning Saturday, and sought to reassure a stunned military.
'Thursday's shooting was one of the most devastating ever committed on an American military base,' he said. 'And yet, even as we saw the worst of human nature on full display, we also saw the best of America.'
The president hailed the soldiers and civilians who rushed to help victims, tearing off bullet-riddled clothes to treat the injured and using blouses as tourniquets.
Obama ordered flags to fly at half-staff at the White House and federal buildings, as troops at home and abroad held a minute's silence to mourn the dead.
The bodies of those killed were taken to the same mortuary at Dover Air Base in Delaware that handles fallen soldiers from the wars in Afghanistan and Iraq.
Hasan was moved meanwhile from a civilian to a military hospital, in part for security reasons, Fort Hood deputy commander Colonel John Rossi told reporters.
Hasan was shot and seriously wounded by a female civilian police officer who was being hailed as a heroine for ending his deadly rampage.
Witnesses reportedly heard Hasan shout 'Allahu Akbar!' (God is greatest) as he opened fire in a troop processing center with a semiautomatic weapon and a handgun.
Rossi said investigators believe Hasan fired more than 100 rounds during the incident.
US Army chief of staff General George Casey said the attack was 'a kick in the gut, not only for the Fort Hood community but for the entire army.'

True US unemployment rate stands at 17.5%
According to figures released by the Department of Labor, the real marker of American unemployment stands at 17.5 percent -- a figure which takes into account under-employed workers and those who have not sought work in the last four weeks, according to a published report.
'If statistics went back so far, the measure would almost certainly be at its highest level since the Great Depression,' reporter David Leonhardt wrote in Friday's edition of The New York Times.
The report continued: 'In all, more than one out of every six workers — 17.5 percent — were unemployed or underemployed in October. The previous recorded high was 17.1 percent, in December 1982.'
While official unemployment statistics were not available during the Great Depression, Department of Labor economists working with the Times estimated that some 30 percent of the U.S. workforce was put out during that period, the report added.
President Barack Obama called the figures 'sobering,' responding to widespread media accounts that placed the figure just over 10 percent, noting the department's calculation of workers who are actively searching for jobs.
'To that end, my economic team is looking at ideas such as additional investments in our aging roads and bridges, incentives to create jobs and steps to increase the flow of credit to small businesses,' the president said.
Fred Dickson at DA Davidson & Co. said the report "continues to point to an economy that is struggling, but the picture is not nearly as dire as seen at the beginning of the year."
'Slowly, the trajectory is improving, but, given the huge number of unemployed and underemployed, our view of a very slow economic recovery in 2010 and 2011 remains very much in place,' he added. 'This report will not do much to encourage the Fed to raise rates anytime soon.'
The number of unemployed persons increased to 15.7 million. Since the start of the recession in December 2007, the number of unemployed has risen by 8.2 million, the Labor Department said.
The world's largest economy grew at a seasonally adjusted 3.5 percent annual rate in the July-September period. The increase was the first since the second quarter of 2008.
For the US economic community, the recession will not be over until it is declared by a research panel, National Bureau of Economic Research, recognized as the official arbiter of business cycles.
President Obama on Friday signed a measure to extend unemployment benefits and enact a new tax credit for home buyers.

Orlando gunman caught after mass shooting in high-rise
A gunman opened fire Friday in the offices of an engineering firm where he was let go more than two years ago, authorities said, killing one person and injuring five others.
Jason Rodriguez, 40, surrendered about three hours later, after officers saw him through the window of his mother's home and asked him to come outside, Orlando Police Chief Val Demings said.
Asked by a reporter outside the police station why he did it, he replied: 'Because they left me to rot.'
Demings said Rodriguez brought a handgun to the firm in a downtown office tower where he once worked as an engineer, but investigators are not sure what his motive was.
'This is a tragedy, no doubt about it, especially on the heels of the tragedy in Fort Hood that is on our minds,' Demings said. 'I'm just glad we don't have any more fatalities or any more injuries than we currently have.'
Charles W. Price, an attorney who represented Rodriguez in a bankruptcy case, declined to comment.
Camille Previlon told The Associated Press her uncle, engineer Guy Lungenbel, was shot in the back and was able to talk but had not said much about the shooting.
'He is stable,' she said. 'He's just hurting real bad in the back.'
Everyone who was shot was in the offices of Reynolds Smith & Hill, on the eighth floor. The five survivors were in stable condition, Demings said.
Company spokesman Mike Bernos said Rodriguez was an entry-level engineer who was fired in June 2007 after working there for a year.
'His performance wasn't up to our standards, so we terminated him,' Bernos said. There had been no contact between the company and Rodriguez since then.

Because of the current surge in interest about the pilot’s fate spurred by the recent release of the film “Amelia,” starring Richard Gere and Hilary Swank, it is time the American public “know the truth about Amelia’s last days,” said Earhart, who will portray Abraham Lincoln as grand marshal of the Nevada Day parade today.
Amelia and her navigator, Fred Noonan, did not die as claimed by the government and the Navy when their twin-engine Electra plunged into the Pacific on July 2, 1937, Wally Earhart said in an interview.
“They died while in Japanese captivity on the island of Saipan in the Northern Marianas,” claims Earhart, a 38-year Carson City resident who often portrays Lincoln and other historical figures at appearances sponsored by groups such as the Nevada Historical Society.
“The Navy and the federal government would have you believe that Amelia and Noonan died on impact when their plane ran out of gas while attempting to reach Howland Island during their flight around the world,” Earhart said.
“Their airplane did crash into the Pacific, but instead of dying, the pair was rescued by a nearby Japanese fishing trawler. The Electra airplane was still floating and the Japanese hauled it aboard their ship in a large net.

Remarks by the President on the Announcements by AARP and AMA

THE PRESIDENT: Hey! Hello, everybody. Please sit down. Good afternoon, everybody. I wanted to come down and just talk a little bit about health care before Robert gives his regular briefing.
I am extraordinarily pleased and grateful to learn that the AARP and the American Medical Association are both supporting the health insurance reform bill that will soon come up to a vote in the House of Representatives.
When it comes to the AARP, this is no small endorsement. For more than 50 years, they have been a leader in the fight to reduce the cost of health care and expand coverage for our senior citizens. They are a non-partisan organization, and their board made their decision to endorse only after a careful, intensive, objective scrutiny of this bill. They're endorsing this bill because they know it will strengthen Medicare, not jeopardize it. They know it will protect the benefits our seniors receive, not cut them. So I want everybody to remember that the next time you hear the same tired arguments to the contrary from the insurance companies and their lobbyists. And remember this endorsement the next time you see a bunch of misleading ads on television.
The AARP knows this bill will make health care more affordable. They know it will make coverage more secure. They know it's a good deal for our seniors. And that's why we're thrilled that they're standing up for this effort.
The same is true for the doctors and medical professionals who are supporting this bill today. These are men and women who know our health care system best and have been watching this debate closely. They would not be supporting it if they really believed that it would lead to government bureaucrats making decisions that are best left to doctors. They would not be with us if they believed that reform would in any way damage the critical and sacred doctor-patient relationship.
Instead, they're supporting reform because they've seen firsthand what's broken about our health care system. They've seen what happens when patients can't get the care they need because some insurance company has decided to drop their coverage or water it down. They've seen what happens when a patient is forced to pay out-of-pocket costs of thousands of dollars that she doesn't have to get the treatment she desperately needs. They've seen what happens when patients don't come in for regular check-ups or screenings because either their insurance company doesn't cover them or they can't afford health insurance in the first place. And they've seen far, far too much of their time spent filling out forms and haggling with insurance company bureaucrats.
So the doctors of America know what needs to be fixed about our health care system. They know that health insurance reform would go a long way toward doing that.
We are closer to passing this reform than ever before. And now that the doctors and medical professionals of America are standing with us; now that the organizations charged with looking out for the interests of seniors are standing with us, we are even closer.
I want to thank both organizations again for their support, and I urge Congress to listen to AARP, listen to the AMA, and pass this reform for hundreds of millions of Americans who will benefit from it. Thank you.

With pandemic influenza cases on the rise across the country, federal public health authorities on Tuesday urged physicians to prescribe antiviral medicines to high-risk patients promptly but reminded the public that most people won't need, and shouldn't expect to get, the drugs if they come down with the flu.
The guidance is aimed at getting optimal benefit from Tamiflu and Relenza while preventing overuse, hoarding and shortages of the drugs, as was seen briefly during the spring outbreak of swine flu.
Specifically, authorities said, practitioners shouldn't wait for lab tests to confirm the presence of the novel strain of the H1N1 virus before starting antivirals in high-risk patients who show symptoms of flu. The drugs work best when started within 48 hours of illness.
"We think that [time] window is very important," said Anne Schuchat, director of the National Center for Immunization and Respiratory Diseases at the Centers for Disease Control and Prevention.
She added, however, that "the majority of adolescents and adults and most children won't need antiviral treatment and can be cared for with Mom's chicken soup at home."

Facebook, Twitter may be used to inform people about highway construction
The private developer responsible for rebuilding Northeast Loop 820 and Texas 121/183 in Tarrant County is working on a strategy that may include Facebook and Twitter to keep commuters informed about the project during an estimated five years of construction.
Work on the $2 billion project could begin as early as next year, if the Federal Highway Administration approves an environmental study as expected this fall. The job includes reconstruction of existing lanes and the addition of four toll lanes on Loop 820 and Airport Freeway. Continuous frontage roads also would be added.While commuters have anxiously awaited improvements to congested highways in Northeast Tarrant County, the complicated project is sure to cause orange barrel-related headaches for drivers, making it crucial to keep motorists informed about progress, Robert Hinkle, director of corporate affairs for the North Tarrant Express project."We’re going to have to figure out how to communicate our message, including the use of social media," Hinkle said to members of the 35W Coalition Wednesday, adding that Internet tools such as Facebook and Twitter likely will be used liberally to spread the word about lane closures and detours.The 35W Coalition, a group of business and political leaders, meets quarterly to track progress on efforts to expand roads in north Tarrant County, particularly between downtown Fort Worth, Alliance Airport and Dallas/Fort Worth Airport.Hinkle was hired earlier this year to become the local face of North Tarrant Express Mobility Partners, a group of companies led by Spain-based Cintra that was awarded the contract to expand Northeast Loop 820, Texas 121/183 and eventually Interstate 35W. Cintra has leased office space in North Richland Hills.The work is expected to be paid for with $570 million in state highway dollars, and about $1.4 billion in private investment. NTE Mobility Partners would keep proceeds collected on the toll lanes through March 2061.NTE Mobility Partners has leased office space in the Frost Bank building at 9001 Airport Freeway, and brought in Belen Marcos from the Indiana Toll Road project to serve as chief executive of North Tarrant Express.Hinkle grew up in Northeast Tarrant County and graduated in 1975 from Haltom High School. DALLAS (AP) — The Environmental Protection Agency says it won’t approve portions of Texas’ air-pollution permitting program that don’t meet the federal Clean Air Act.In a statement issued Tuesday, the agency announced its intentions to reject aspects of the plan. Final decisions about changes to the plan will be made soon under a recent agreement with Texas businesses.
Texas has major air-pollution problems, thanks to pollution from power plants, industry and cars. Houston and Dallas have never been within Clean Air Act requirements for ground-level ozone pollution.
The EPA and Texas environmental regulators have long been at odds over the state’s permitting process.
